This video is performed by Keenan Cahill a.k.a BeenerKeeKee19952... At this video, he was singing Katy Perry's song Teenage Dream (with me)... and seriously, this kid is quite funny and awesome...
At that moment, he was 13 years old, and I think he has a bit trouble with his growth phase, that's why he looked short whereas he was 13/14 years old...
